Raised in Surrey, he attended Reigate Grammar School and later earned a first-class law degree from the University of Leeds, followed by postgraduate studies at the University of Oxford.

He expressed his 'unwavering support for Ukraine', while aiming towards a sustainable peace based on sovereignty as he hosts a European leaders' summit in response to their conflict with Russia.
