Raised in Surrey, he attended Reigate Grammar School and later earned a first-class law degree from the University of Leeds, followed by postgraduate studies at the University of Oxford.

Martin Cosser, a father who lost his 17-year-old son Charlie to knife crime in July 2023, was praised by MP Jeremy Hunt as the most "determined and formidable" campaigner he has ever met. Cosser has set up a charity to educate young people about the dangers of carrying knives and has been working with Prime Minister Keir Starmer’s knife crime task force. He hopes to get knife crime discussion onto the school syllabus, starting in primary schools, and has had meetings with the minister for policing and crime prevention who has endorsed his efforts.
