New two-tier sentencing rules were suspended just hours before coming into force due to Cabinet infighting over a policy change that critics claimed would discriminate against white men. The Sentencing Council agreed to postpone the introduction of guidance, which included commissioning pre-sentence reports for offenders from certain minority groups, despite officials warning it would leave judges applying new guidelines while parliament debated their abolition.
