Richard Johnson, a 77-year-old jeweler, has received hundreds of parking fines from Birmingham City Council over the years. He claims the council rejected many of his appeals without properly reviewing them, causing him "incalculable stress." Johnson believes he was most ticketed man in Birmingham and that the council's lack of flexibility is driving away customers and businesses.
